Thanks to Jacob for informing me this. WebKeepers is part of Webk.net hosting companies, specialising in Virtuozzo-powered virtual servers. Their little plan starts at $6.95/month when you prepay 12 months.

According to their about us page, the DC is in San Jose CA. Domain was registered in 1998 and they claim to be in business since 1997. It seems to be in the hosting business for that long according to the wayback machine. Not much review I can find except this one at WebhostingTalk. Still a $7 Virtuozzo container is cheap, if Virtuozzo+Plesk is your thing.

This company has provided good service.
Provisioning was semi-automatic. We are not a big fan of Virtuozzo, but it has stayed out of the way.
Network connectivity has been great, and our VPS has taken a beating from Asia very well. However, we were recently informed that IPs will be changed to support an ISP change. The transition is planned and not immediate, so it is apparently not an emergency.
Tickets are handled promptly and completely, if not in good English. There is a sense conveyed in the language used that the stress level is high and that there may be stability issues, but we can’t be sure.
We had a billing issue in which PayPal disappeared as a billing option, and apparently the vendor was unaware of it. Although we have not been successfully able to switch back, all other related issues have been handled well. We have experienced one server interruption. Note to vendors: system initiated server interruptions cost more than the service is worth. Think hard before allowing it to happen.
With month-to-month billing, the service is not a bargain, however the service level is high enough to make it bearable.
We recommend this vendor, assuming there is no problem with their IP reassignment and ISP switch which is upcoming.
