Yes, these prices are recurring.
As for the other specs, we have no hard limits on our DA plans (soft limit of 1GB RAM per account, fair-share I/O, no CloudLinux).
For our cPanel plans, CloudLinux limits are 1GB RAM per account, 300,000 inodes, 8MB/s I/O usage, 70 processes (30 for Singapore), 100 IOPS.
If I missed out on anything, feel free to open a sales ticket.
