I asked for a refund, and will not buy. The IP I needed was in NY, yet they gave me an ip in beverly hills, california. Then I received this (I paid with PayPal):

Thank you for your recent purchase. We appreciate your business. While reviewing your order we noticed our fraud detection system has marked your order as a high fraud score.
Due to the fraud score being so high we need to verify your account. Please email us a scanned copy of the credit card or photo id that is associated with the credit card or paypal account. You may blackout the digits of the CC except for the last 4 numbers. Once received we will destroy the email.
Or we can voice verify the order. Just give us a time to call.
We do this to protect the customers and our selves against the high costs of fraud. Please reply asap with this information to avoid service interruption.

The reason we requested this information was due to an extremely high fraud score from our fraud detection system.
We do not have any servers on the west coast so you getting an IP from Cali is impossible.
Also if you look at the email we also offered to voice verify the order instead of sending a copy of your photo id.
We also refunded your money promptly as requested.
