It’s the ‘rational’ way of answering. I mean, obviously you don’t want to encourage (illegal) torrenting activities or other such things.
But, how would they find out? If DMCA complained (or perhaps just the copyright holder him/her/themselves). Yeah, Albania isn’t bound by DMCA, but that’d make them realize you were torrenting copyrighted software. Like most first world countries, Albania has laws against such things.
So, there you go. Maybe better question to ask would be if they minded having bandwidth saturated quite often, but still stayed under their limit. e.g. saturated for 2 days straight, then nothing, then saturate again for several days, etc. I know some VPS places would give you a swift boot for that
