Via this WHT offer. FranTech might not even have its own website, but it has WHMCS and it’s selling VPS 🙂 For $5/month, you get

It uses Virtuozzo 4 so I assume it’s using SLM (which is much better than user bean counter). Severs are in Chicago at Steadfast Networks, hosted on dual quad core boxes. Another special feature is “shared MySQL” so you don’t even need to run your own MySQL server (which can be quite memory hungry sometimes).
