Usually the cheaperst plans cause the most issues for the providers (spam, DoS targets, etc.). That’s why many providers are trying to sell bigger plans with more resources and you see so many of these “how much can I get for 7 dollar”.
Most people don’t needed a large plan, simple 128/256 is enough,not mean spam or illegal purposes
Lower the VPS service price – cheaper/less loss for the abuser … Easy as that …

I had a cPanel account with them in ‘their’ Netherlands DC for about 3 months. It was running of a dedicated server from SnelServer.
Support is speedy and knowledgeable, but does not speak fluent English that can lead to confusions and irritations.
The best support is you just speak nothing he handle it all to you.
