“1Gbps uplink” is the guarnteed speed per VPS or “1Gbps uplink” is the TCP speed of the provider?

The approximate monthly traiff for the guaranteed 10Gbps from the top route provider between 350 and 420.
The resells (hosting companies) offer cheaper tariffs.
The VPS offers come without the guaranteed TCP speed in all 98 percent.
No TCP speed per VPS, means no guaranteed connection with VPS.
The popular Hetzner is same in FRG with their addiotinal exessive demands for VPS users.
Though Hetzner have the cheapest servers.
To find the reliable and inexpensive VPS for 1-2 CPU and 1-2 RAM RAM for the start is a problem not in Germany only.
