No burstable memory is mentioned so I presume there is none — 256MB is all you are going to get. Servers in Tustin CA according to their network page, although their website traced to ServInt’s California DC. Domain has only been registered 4 months ago, and both name servers are pointing to the same server. 3 people team without anyone on technical role (okay I see, it’s just listing the management team). Orien has been around hosting scene for a short while though, and is currently a community guide liaison at WHT.

Don’t take this as a dig at you, but it’s crazy to think that people in this day think that those specifications are expensive at that price. I remember only 1-2 years ago buying a 128MB VPS for £6-7 and thinking it was cheap! :)

The memory is dedicated memory, and there is burst within each package.
