The Linux VPS Starter Promo starts at $6.99/month, or $72 if you prepay for the whole year (listed for $12.99/month on their website). You get:

- 500MHz CPU guaranteed

The “guaranteed CPU” should tell us how many VE it crams into a physical server (2-3GHz/core on 4x or 8x cores for example), if it is really meant CPU guaranteed rather than CPU limited. 3 DC according to their about page again, although their website is hosted in Phoenix AZ.
