Victor, from VPSDatabase, has sent in two different offers located in three different countries. The OpenVZ offer is only available in Russia and Kansas, and KVM only in Canada.
OpenVZ VPS – VPS 1
| KVM VPS 1
|
*By default, plans comes with 100GB Bandwidth. If you submit a ticket titled “iLoveLowEndBox”, you will get 1000GB.
VPSDatabase opened it’s doors to customers in March 2013, with the primary aim to provide “fast and reliable virtual machines at very affordable prices”. As well as OpenVZ and KVM plans, VPSDatabase provide Xen and Windows servers. From the whois, VPSDatabase seems to be located in Mexico but it appears it is run by the same person behind ‘spetnazhost’ who is a Russian. If you’re a prior customer, or if you purchase one of these plans, do leave a review below for the rest of us!
VPSDatabase accept payments via PayPal, Payza and LibertyReserve. They offer a 7 days full money back guarantee (more info on their refund page). Servers will be setup instantly and they provide a 99.9% uptime guarantee. Cpanel is available at any of the locations for $17/Month. On the order form for their OpenVZ servers, many different addons can be purchased. As usual, have a read of their Terms of Service before buying.

IPv6 and rDNS available?
vps in russia , is the first time in leb ?
2nd http://www.lowendbox.com/tag/russia/
Nice locations :) Nice RU DS Need a pay PayPal fee from buyer side ;( This will increase price.
Yeah, real price is $6.60, shouldn’t this be included on the LEB offer?
Corrected.
@IPv6 and rDNS available?
-Only rDNS, we still don’t offer IPv6.
@主机测评
-I think so too, haven’t seen RU in LEB, may be others.
@Liam
Thank you for correcting it and posting the offer.
Got a Canada KVM, instant setup. In SolusVM it’s 100GB bandwidth, they said the 1000GB is LEB special offer so a single ticket will get the upgrade. It seems to be a brand new node and very little OS templates available, no ISOs available now, they said they will add more later.
I’m taking the low IO as a result of the new node — There might be many others installing OS or doing test, but if it continues, there must be something wrong.
So far a nice offer.
Don’t use “oflag=dsync”, try “oflag=fdatasync”.
Ups… no instant activation
We ran out of IPv4 Address. Your VPS will be online soon!
Moscow Speedtest file is 404.
@Francisco
We had just got in a lot of orders and we had a IP block coming into to us, we just got it and have added all the vps that were not installed.
@imperio
I will re-upload a speed test file.
Both nameservers on the same IP, domain registered two months ago for just one year?
@Raymond Barone
I rather pay each 11 1/2 months for my domains I use.
Ya I guess so.. But just so you know buying a domain long term shows that your intentions are to at least stay long term. Buying for a year every is kinda like saying.. well we will try a year if it doesnt work we drop it.
Thank you for informing me this.
I will be renewing the Domain for another 9-years, I will do this during the mid season.
All servers and main website is down last half hour… and intermitent connection previous hours.
@Francisco
We had a huge DDoS attack on our main website and vps control panel.
Our server Russsia1 is currently is still having problems and investigating what is the issue.
The Servers;
USA
Canada.
They are all working perfectly and fine.
Can you RU node ignore complaints such as complaints of “Trademark Infringement”,”DMCA”?
@Ryan
On our RU node we ignore DMCA.
On our USA/Canada we will take action for violating the countries law.
Today 12 hours offline.
@Francisco
Can you please open up a support ticket on the VPS you are having problems of 12 hours offline?
Why does it say “30GB Diskspace” for the KVM package when it’s actually 15GB diskspace when you get it?
Open a ticket, we’ll upgrade the VPS for you.
For LEB users we are now offering a better deal.
30gb disk
and 1,000gb bandwidth.
just need to open up a ticket.
More ram! You charge alot for what you get !LOL!
I’d avoid, I ordered VPS 1 as I needed a backup server to maybe switch to urgently, and I never could SSH or connect to it, IP didn’t ping, no ‘it works!’ on that IP – even 24 hours later. No response (not even automated) from their support email or tickets – in fact my request ticket or a refund as per their 7 day policy got deleted! The admin email address they send the details through on errors, and the control panel times out half the time too.
Now doing a Paypal dispute, these people are dodge.
They’ve escalated (ie disagreed with the Paypal dispute!).
“The seller has submitted an explanation describing the disagreement with
this claim. PayPal will evaluate all available information, including the
original listing and both the seller and buyer statements. A final decision
will be made on this claim in accordance with our User Agreement.”
??? How can they dispute the fact they didn’t provide a working VPS as promised? Then didn’t respond to any support tickets, or emails, and then deleted the ticket asking for a refund?
Not once has this company contacted me to say ‘sorry we’ll sort it’ or ‘here’s your money back as promised’ or ‘this was a fraud check’ (still took the money though). I’ve had successful LEB VPSes on the likes of Ramnode and Supremebytes with almost no problems (Supreme was a bit shaky at start) and this is the worst – no support. Avoid.
This is what they said:
“Seller: The user has bought a Virtual Private Server and in which by PayPal Term of Service they cannot grant a refund to a user who has used up our virtual item and used it. The user has got the server, he is just making up excuses to gain his money back for the usage he used it for in which I have no knowledge of what he did with it.”
Right, so if you order from these guys and want a refund they will ignore you, state you can’t get a refund due to Paypal terms, then rip you off – then claim you ‘have’ the server (how can I have something I’ve never been able to connect to? Can’t SSH, can’t see the IP, it’s always timed out) and defame you that you’re just making it up and that you ‘used’ the server and are somehow pulling a fast one.
Really these people are crooks. Avoid.
This rule applies to everybody else. You cannot open a dispute with PayPal for something that’s not a physical good. If it’s that’s service (which includes a VPS) then the majority of the time PayPal will cancel the dispute. I ordered a VPS in Canada from them and so far there’s been no downtime (knock on wood).
What rule? If what Tim says is true, then these people are intentionally misleading Paypal in the dispute he opened. I didn’t know there was a rule saying this was allowed… in fact, again _assuming everything Tim said is true and he’s not keeping something back_, then what VPSDatabase did is probably illegal.
Also I’m not sure where you heard that Paypal didn’t offer disputes for non-physical goods, because that’s simply not true.

Then thought – maybe I should open a ticket? That’s what it says you should do on the 7 Day Refund, so…

[Ticket ID: 906067] VPS doesn’t work
Tim Baker,
Thank you for contacting our support team. A support ticket has now been opened for your request. You will be notified when a response is made by email. The details of your ticket are shown below.
Subject: VPS doesn’t work
Priority: High
Status: Open
You can view the ticket at any time at http://vpsdatabase.com/viewticket.php?tid=906067&c=BxEnQoVb
Sincerely,
VPSDATABASE
http://VPSDATABASE.com
I then visited the ticket URL later to find:
‘An error occurred. The requested ticket could not be found.’
After all that, I thought I’d better start a PayPal dispute, after 24 hours of no working VPS (still times out, can’t connect to it at all, it’s a lemon).
There is a category of ‘Virtual / Digitally provided Services’ btw so selected that, and
‘Buyer reason(s): Missing Parts’ which is the closest to what I could get to ‘won’t connect/work’
22/06/2013 15:43 BST – Buyer: Hi this VPS hasn’t worked since I ordered it over 24 hours ago – SSH won’t connect, the IP timeouts, doesn’t ping etc – it’s not there. I needed to switch servers urgently so since this server isn’t as described – even the control panel doesn’t always work, and I can’t connect to it anyway to use it – I want a refund as per your 7 day refund policy – http://vpsdatabase.com/refund.html But I contacted the support email several times and not had a response, and raised a support ticket #906067 as per the refund policy which has been deleted and not answered…
23/06/2013 00:16 BST – Seller: The user has bought a Virtual Private Server and in which by PayPal Term of Service they cannot grant a refund to a user who has used up our virtual item and used it. The user has got the server, he is just making up excuses to gain his money back for the usage he used it for in which I have no knowledge of what he did with it.
23/06/2013 00:16 BST – PayPal: Buyer escalated this dispute to a claim.
I didn’t escalate it, I got a message that they had. Very odd. Maybe it’s automatic?
Anyway, in one case it’s $13 dollars, who gives a f***, but it’s a principle thing. They never ever TRIED to get the VPS working, just ignored me. So it’s a scam – the guy is sitting pretty in Mexico, taking people’s money, and knows it would be hard to claim it back. So as I said – AVOID.
There is a Virtual/Digital Services option in the dispute panel….you can claim for non-physical items…that’s something from years back. Not true now. You can’t claim back on personal services or work though without some proof – i.e. if you hire something. But if it’s a tangible digital good like a server or a file, then yes.
We’ll see anyway. Just thought I’d keep anyone who wants to deal with VPSDatabase updated, I really do use reviews on here as a good benchmark, and gotten some good servers from it. Thought I’d give back…

Notification of Case Resolution
———————————————————————-
Dear Tim,
We have concluded our investigation into your case. Unfortunately, at this
time we are unable to decide this claim in your favour.
So basically, VPS providers can just rip you off? I think LEB should cover this, or at least warn people that the ‘refunds’ are meaningless.
I did post the whole email/paypal thread to give some evidence, but I suspect because it has links and is long it’s been moderated – might appear here at some point?
Just to prove I’m not just some rival VPS company or anything…I’m just someone with a site needing a European home. I’ve gone with a dutch VPS now, but I’d like my money back!
If you have ordered a vps, and request a refund I will grant it.
If you just go ahead and decide to open a dispute we will not grant you a refund at all and escalate the dispute to a paypal.
Like I tell everyone, I have no problem giving back the money to anyone who wants a refund within 7-days, but if you just go behind our back and go directly to paypal for a chargeback we will treat the claim as a scam.
Because of this issue we have now enabled our e-mail pipping to WHMCS.
I DID ask for a refund. I raised a ticket on your system. http://vpsdatabase.com/viewticket.php?tid=906067&c=BxEnQoVb as per YOUR guidelines. It was deleted with no response, and no response to any of my emails.
It ia YOU that are running a scam, and crooks like you shouldn’t throw around accusations of illegality when you are fraudulently taking people’s money under false pretences. You really shouldn’t throw stones in glass houses.
As I said, avoid. If anyone wants proof of this, contact me via.timbearcub at gmail. I would ppst my URL but really don’t trust Victor et al not to DDOS/ hack it.
Repost in case moderation swallows the last one due to link:

‘Like I tell anyone?’ Care to share WHERE you post this precious wisdom oh Victor? Because your site says nothing about that. At all. I followed your guidelines, got no response apart from a deleted ticket. So I went to PayPal dispute as I correctly assessed you are a legally shady organisation who will just take people’s money. As I said before: AVOID. I hope you go bust.
I did not see a ticket from #906067 or the url you listed.
Give me your e-mail account you used for registering and I will see what happen and get you the refund.
Sorry for this misunderstanding but I have never experienced this before when a ticket goes missing.
Thanks for getting back to me – I sent you those details & order details via a Billing ticket #692302 on your site (didn’t want to publicly share my email for spam reasons)
I have got the e-mail, ticket and all the information.
Sorry for the very long delay.
Your refund was granted and all funds were transferred back to your paypal.
I have got that now. Thanks!
I have purchased from this provider a few months ago and everything seems to be perfect. I currently use USA and a Russia vps. I recommend this provider.
The support is good as well they helped me get my website going from my old provider onto there servers.
@Brandon Thank you for this comment!

i never suggest anyone to buy server from this website. very bad network.
IGNORANT SUPPORT. More than half of my questions is just ignored. Dont waste your money and time with them.
Thanks for the info.

and no one answer the ticket.
BAD!BAD!
they are scam , be away from this site , they will got your money and will never answer any of your tickets
i rebort them to paypal and webmoney as they scam site , please do the same if you have a problem with them
Like I told everyone, we are closing the VPS hosting industry on our company due too many abusers.
We have received in the last couple days 26 complains regarding botnets, phishing, and malware being hosted on our servers. We will not be selling VPS service to anyone until further notice.
Hi there! Do you know if they make any plugins to protect against hackers?
I’m kinda paranoid about losing everything I’ve worked hard on. Any recommendations?
