it seems that the file-system/RAID is not stable,
and have more than 4hr offline these days.

Which location will provide better connectivity to Asia/India ? If your US locations are company owned and provide same or almost similar connectivity to Asia, with marginal difference, are the US locations recommended?

How enforced are their torrenting policies? I have a VPS that I use for torrenting and seeding (legal stuff only) on BuyVM and they don’t seem to care if I go over 100mbps. The disk space on Ramnode is better for the price, and I’d happily buy a box with them if the 100mbps restriction was more of a suggestion than a serious requirement.
