Direct link to sign up, and you can pay with either credit card or PayPal. 3 data centers to choose from — Los Angeles CA with Quadranet, Dallas TX with NorthTXConnect, New York City with Steadfast Networks. Check their network page for testing files + IP addresses. They have been around since 2008, is a registered LLC in Texas, and had some good reviews with the performance of their VPS.

        Not sure why you are getting low throughput as the provider posted “We are utilizing 3.5 inch SAS drives @ 15K RPM” and usually it means 250+ MB/s in a cheap budget VPS.
