Not sure why you are getting low throughput as the provider posted “We are utilizing 3.5 inch SAS drives @ 15K RPM” and usually it means 250+ MB/s in a cheap budget VPS.

Sounds like instead of using a fraud prevention service they are checking the distance of an address given at billing time vs the address of a paypal account?
