He should be able to, since you don’t need to pay it if you’re outside the EU.

They could manually issue an invoice without VAT once you had completed the order process, but before you had paid.

If you try to put an order, you will see that can get up to 3 IPs, seems to be £1 each one

Just installed a bronze plan, and from Italy really nice ping and download. Vps seems really nice too, for that price.

Bhost are really good IMO. Good value for money and I can’t see any signs of overcrowding on the nodes as the network seems good and so does the disk writes. And they are a registered company which you don’t often see lately!
They could do with having VPS backup system though
