They have a page on their website detailing the comparisons between ExpertVM and SercureAX. Whilst their bandwidth is quite low, you have to remember that this is not the USA or Europe. All current customers have had their bandwidth allocations upgraded already. Reviews left on their previous offers have been good so far. If you’re a customer, how is your service performing?
ExpertVM only accept payments via Verified Paypal accounts. Private VPN/Proxy is allowed but you will need to submit a Basic Support ticket if you want to enable TUN/TAP. Which part of China are you from? We have alot of china users running VPN which I have not received any complain so far from China region. It maybe a isolated case for you

BTW, network latency between China and oversea not just about distance. Gov policy is more important. We can get 300ms ping to Japan.
