The TL;DR version of the ToS is as follows:
- IRC allowed for legitimate uses.
- VPNs for private use only, contact us if you intend for non-private use.
- No Tor exit nodes or Adult content. Legal torrents are fine, however we will limit your disk I/O if you are abusing it.
- Mail is allowed only for transactional mail. Any other type of mailing is prohibited – contact us first if you wish to send large volumes of mail.

I think Os templates were very outdated (such as ubuntu 12.04, centos 6.3).
Is it possible to mount latested version of os (ubuntu 16.04, centos 7.)?

Our billing system does not show all of our available OS templates. Many more, including the ones you mentioned, are available in our SolusVM panel and more templates can be added on request.
I placed an order for the 6$ per year option but they are constantly ask me to prove who am I, in fact one of its supported guy called Matthew demanded me to submit an ID copy, here is his original words:
