XenSpec has been around since 2017 so they’ve got some history behind them. I glanced at their FAQ and they offer custom ISO support, which is always nice to see. They also offer a free private network link for all servers you have with them.

Their WHOIS is public and they are registered in Illinois (file number 71424308). You can find their Terms of Service on their web site as well as their privacy policy. They accept PayPal, credit/debit cards, Bitcoin, Alipay, and WeChat Pay.
