I’ve tried DigitalOcean, Linode, AWS, Azure, IBM, Oracle, Google Cloud and more. If you need a VPS for a web server or other 24/7 use, those who offer a plain month fee are the best (DO, Linode, etc.). If you are going to use a VPS for a short task (processing video, images, etc.) Big Tech options (AWS, Azure, etc.) offer a good flexible solution. In addition to this, for serverless solutions, I found AWS (and their Lambda, API Gateway services) the best choice.
For “always free” alternatives, you can consider these options: Katacoda, OnWorks, DistroTest, CoCalc. There are not exactly VPS, but they can be used almost like a regular server. You can also try RS1 VPS (rs1.es): it’s a shared server in which you can run containers.
