Test IP is owned by ATT and single homed, and also says private “residence”. IPv6 address is a link-local address, which is not a globally unique address and is not routable, basically a private IP address for a LAN.

I asked about that and this is what they said:
“The IP listed is attached to a dedicated business 1Gbps line from ATT. The datacenter is located in commercial space around residences.”

As raindog308 said, this is a dedicated business fiber optic line from AT&T in a commercial space. This commercial space was specifically constructed by us with secure hosting/colocation in mind, with enterprise UPS power protection and on-site generator power redundancies.
Also, regarding the IPv6, my mistake! Just a copy/paste typo. Here is the associated IPv6: 2600:1700:b270:cec0:1a66:daff:fe4d:eaee
